My dogs drink it all the time. I figure if they can lick their bums and not get sick, then tap water must be like Evian to them!!
Outside water is treated by the city just like the water you get inside.

It's the same as tap water from inside. And dogs have strong stomachs for bacteria and that sort of thing.

The water from an outside spigot is the same as that from your sink...same source. (Unless the house was built to use gray water for plant watering.)
Now, the question is, how are you filling the dog's bowl from it? Straight from the spigot is perfectly fine. But are you using a common garden hose from it? That's probably mostly safe, but the hose may make the water have a "rubbery" taste to it.

Some areas use what's called "Gray water" or water that comes from very shallow wells, these are in areas sparce in a water supply or water that is from wells that are polluted from Coal mines, etc they would be O.K. for plants and the grass but, not for drinking.
