Your airline will have their policy posted online at their site. If the plane is not full they may be a bit more lax, if it is full they may ask you to check some of your items even if it falls within their normal policy. Getting on the plane early will mean more space in the overheads for your items, people getting on last for a full flight are more likely to be asked to check their carry on's.

Depends which airline you travel. I work for an International airline and we allow 1 piece per person not larger than 45in when you measure the Length/width/height and add the dimension together and not more than 18lbs/8kgs. Then you can bring a personal item like a purse or camera bag nothing larger than a laptop and yes that does mean laptops are allowed, but remember if you absolutely must bring liquids keep it less than 3oz per bottle and only enough to fit into a small clear zip lock bag then make sure it closes and keep it on top so you can present it at security.

One per person, plus purse or laptop, no liquids over 3 OZ, a little larger than a school sized backpack is about as large as you can go. It must fit in the overhead compartment.
