Snakes are symbolic of lies and deceptions. Muddy water represents issues which are immoral or sinful in nature. Sometimes the snake can be a person you know who is deceptive and by the snake lying in the muddy water is represents that this individuals life is clearly not clean, but filthy. The reason you appear above the snake is because you have a different way of thinking and looking at things. I pretty sure in this dream the snake is someone you know. This snake sees things through a filthy viewpoint which is why you can not connect with what it is seeing.
