If each motor has the same voltage and current rating, their input electrical power ratings will be the same. The mechanical output power = torque X speed, so the motor that has the highest full load torque will be the one that has the rated speed. That would be for torque at the motor shaft.
The power window motor is probably attached to a speed reduction gear. The torque at the output of the reduction gear will be inversely proportional to the speed. The starter motor probably has some kind of spur gear that meshes with a ring gear in the engine, so the gear reduction may not be part of the motor assembly.
At the output of the gear, the power window motor has a surprisingly high torque. If the window freezes closed in the winter time, the motor can break the raising and lowering mechanism, break the mechanism loose from the window or even break the window.

But, torque can be varied by gearing ratios. I'm betting the starter motor develops more torque because its normal load is greater t han that on a window motor.
