I just read about this today at tidycat.com 'cuz one of my cats does this on occassion.
There could be a couple reasons. If your cat is scared or nervous or new to your home, it may be the only place he's comfortable. It smells like his business and no other place does, so that's where he's comfy.
In my cat's case, it's a power play. If he is staking out the cat box, the other cat can't use it and he is asserting his dominance. This may happen in single-cat homes that have small children or other pets in it as well. I personally shoo him out of the box when he's doing this because he's just trying to intimidate his brother. What a naught s++t.

If this is a new behaviour and he seems lethargic, take him to the vet right away. Do not ignore a cat that acts sick in any way. Cats hide their illness so they cannot become prey. By the time they show any clues of being unwell, they are often VERY sick. Trust your intuition. Is he giving you a clue that he's not well? If yet, call the vet now.

No, it isn't normal. The only time I had a cat lay in his litter box, he was old and weak and very sick.. You might want to take him to the vet, and perhaps ask for x-rays.

some cat litters stay cool when it gets hot maybe that is why your cat is doing this.or maybe it just likes the way the litter fells it could be looking for something scratchy because it has an itch it can't get to.

My cat does it all the time and sometimes I have to get on her for eating the litter. Her food bowl is 5 cat pwas away and yet she eats her litter.

alot of the time that's an indication the cat is sick. mine has never done that, he is very healthy.
