Its called a furminator...yeah, horrible terminator rip off, amazing device though. Looks like every other pet hair rake on the market, but will pull every piece of loose hair off your animal. They do run kind of expensive, but they are definitely worth it!

If you brush SLOWLY you can use a comb provided you don't poke her skin with it. Older cats are more sensitive to their skin being jerked around.
If she's got a thick coat or long fur, I'd recommend what's called a pinbrush, like the slicker brush they have for dogs. Don't get the metal points in the cat's eyes or ears though, they can hurt. The brush does remove a LOT of the loose fur, but you can't drag and rip it, just slowly work it through. Most cats like the feel of this one.
There are rubber nub type hand brushes, but these are for very short haired cats like Siamese, and not all of them like the feel of the rubber, so I wouldn't recommend it too much.

I checked out the furminator online that Shane's Girl recommended. I've never seen anything like it. Try this link. There are two videos of a dog being groomed and one of a cat and the groomer was able to get an amazing amount of fur out in a few minutes. This product should be able to take care of any shedding problem.

I have a shed ender and it pulls a lot of hair out and really works pretty well. My cat sheds so much thought that I have to brush him almost every other day to try to keep it under control.

Older cats have very dry skin; can you rub some vegetable oil into her skin, this will improve her coat. The best way to remove old hair is with your hands, she will enjoy your attention (make sure your hands are oiled first.) You can also buy a glove with rubber tips, does basically the same; she really would prefer you and a good grease and oil change!

PetSmart (or probably any other pet store) has some good tools. Has your vet checked her to make sure she doesn't have a health problem that's causing excessive shedding?
