The white stuff is mineral residue (Calcium) due to your water being on the hard side. It shouldn't hurt your baby.

The reason boiled water taste differently (sometimes described as flat) is that the boiling purges some of the trapped gases in the water.

You really shouldn't give tap water to the baby even if it is boiled. But if that is your only choice, I was raised on formula mixed with boiled tap water so no it shouldn't hurt the baby. As far as the residue in the bottom of the pot, have you boiled, washed the pot and then boiled it again? See if the residue comes up in a second boil, but make sure the pot is totally clean of it before you boil it again. Do a little experiment.

Most likely, yes. Or it could be that you're boiling the water in an aluminum pot. If you can, try purchasing a filter pitcher. Just add water in the pitcher and when you need hot water for your baby, just warm it up in the microwave.

You should not give tap water to a baby until at least 9 months old according to this.

It is mineral deposits. You can get them out with a bit of vinegar, salt and ice.....swish it around and it will come loose. I don't think it will cause harm....but it's nice to keep it clean.
