Often a hen preparing to breed will pluck what is known as a brood patch in the area that you mentioned. This brood patch is used to provide skin contact for incubating eggs and keeping hatchlings warm.

Since you seem to have ruled out other potential causes for this, she is most likely preparing to lay eggs so keep a close eye on her to ensure that she has access to sources of calcium to prevent egg-binding.

If she is doing it because of a nesting ritual, throw in some nesting material. This will give her something else to mess with.
She may be doing it because of the water. Different treatment plants put in different chemicals. If the other one is not doing it, then that is probably not the problem.

It can't hurt to get some feather cleaner/spray for mites / lice. If she has them, it will cure her. If she does not, it will sooth her skin.

My friends Quaker was pulling feathers. Turned out that it wasn't getting enough sleep. The cage was in the kitchen and the light would go on and off during the birds sleep time. So he had to be moved to different cage at night were the room had a door that isolated him from noise and light during it's sleep period.

Stopped pulling feathers as soon as they did that.

I have a African Grey that also plucks like this. (not sure if theses 2 birds are alike) But I have taken my bird to the vet because of it. They said it was her diet to start out so we changed here diet, Which did not work. They deter mind that it was nerves, So to solve the problem they prescribed her hemp seeds. ( processed marijuana seeds). This was very expensive way to stop her problem, Many trips to the vet before they decide to do it.
