As far as I know in ALL US states you must be at least 16, but most states the limit is as high as 18 years of age.
However if you are willing to do it yourself you can purchase kits that have the needle, cork/tongs, and jewelery all included and the price is less then $15. (I sell 1 needle, 1 cork, and the jewelery for $7 shipping included. If you want the tongs instead of the cork then the cost is $10.)

I think 16, but just call a reputable place and ask. But I'm going for 16.

everywhere in the US its 18
thats the law, whether they fallow or not who knows.
but without parents its 18 because when you turn 18 youre an "adult" even though you may not act like one
