the military doesn't have anything to do with it. your birth certificate was issued by the city/state in which you were born, not the base.

If you live in Canada...use the internet...and type in 'vital statistics Canada' and a list of offices for each province will show up. Every province has a central office with all of that information.
If you live in the US...it will be the same...but maybe they use a different name for the offices.

A US Senator can help with many problems like this. Some has Email especially to help out and another for general complaints/questions.
Online is a US military site that will supply DD214s and other documents when serial number etc proves who you are.
Some expletives eliminated serial numbers so that if captured you must give out the name, rank and social security number that you guard with your life as a civilian. This (SS sub for serial number Barbra Striesand (BS)) is an example of TOTAL Unmitigated stupidity and aside from that deviously dangerous to all who serve under their SS number.

Contact the Dept. of vital statistics in the stat the base was located.

Your birth certificate was issued by the state you were in. Check with them.

If overseas, contact the Department of State. If in the US, contact the vital records office in the state where the base was located. I ordered mine from http://www.vitalchek.com/

Go to a vital statistics office in the town closest to that base.
