The same odds of finding a good dog in a pet store.
Many shelters, at least the ones which seem to have volunteers, will try their best to 'feel out' any dog that comes into the shelter. it's not to their benefit or the dog's to adopt out a dog that might not 'fit' into a family.
Some families want a calm dog, others need an active dog if they have kids, others need a dog that tolerates other dogs and cats.
The best odds are to take your time, visit several shelters and animal rescue groups, and the Right dog will find you.

Most of the dogs there are not 'bad dogs', they just had bad owners. Many dogs are given up because people are moving and too lazy to find a place that takes dogs, or they got a new boyfriend that doesn't like the dog, or the dog got too big or too hairy, or they are having a baby and don't want to deal with a baby and a dog at the same time. Very rarely is a dog given up for behavior problems.
Aggressive dogs are not adopted out, and many shelters now do temperament testing on the dogs. California is very good about this, as is New York. Dog-friendly cities such as San Francisco and Austin, TX are very careful about their adoption programs. Ask your shelter if they do any evalations. And even if they don't, you will be allowed to interact with the dog yourself to see if it will be a good match. I volunteer at a shelter, and I work hard to match the right dog with the right person/family. Most shelter workers do the same, so don't be afraid to ask questions while you are there!

Nine dogs out of ten can be taken out of the shelter, rehabilitated, and placed in to a loving home.
Many people just give up on the dogs they adopt because, yes, it is a lot of work and these dogs are already set in their ways.
There are a few dogs who have been there too long, abused too terribly, or just plain are a hopeless case. Those are the few that must be euthanized.
The best place to start looking is www.petfinder.com
While there are listings for shelters, there are also listings for local Rescues which have already begun the rehabilitating process.

Every dog I have had has come from a shelter or via rescue. They are great. find a shelter that will let you take the dog out of the cage and play with them for a little while so you can judge the personality.
I feel that these dogs realize that you are helping them out of a bad place and appreciate and love you even more for doing so.

You certainly can! Many dogs are surrendered because folks are moving, or have died, any number of reasons other than them being a "bad" dog. A shelter will screen their animals for behavior problems and make you aware of them beforehand. Just be prepared to make more than one trip, and take your time. You'll find the right dog one day! So please consider a shelter dog, it is one of the greatest kindnesses you could ever do to give an animal in need it's forever home!

The reason a lot of animals are in a shelter is because the owner doesn't know how to handle them or decided that he/she doesn't want the responsibility. The animals at a shelter can be as wonderful as one bought from a breeder, etc.
Go to a shelter or rescue site to learn more. See if you can spend time w/ the animal first. Take it for a walk.

Odds, hmmm....
I fostered probably 50 shelter dogs over 5 years. Of those, I fell in love with (and wanted desperately to adopt) two. I had a bad experience with one. And the others I was very fond of- each with their own special things. they were placed in good, loving, and appropriate homes. You do need to be careful and spend time with the dog before you bring him/her home. Rescue orginizations can help you make a good match if you're not sure exactly what you want.

I think you absolutely can. Having said that though the only dog I ever got from a shelter never, ever got house trained. She was also extremely nervous and did the submissive peeing thing. Although she didn't when we first met her. She was about 2 when we got her and she never improved even afetr visits to the vet and lots of training. so I found an elderly lady who wanted her and didn't care that she went to the bathroom in the house. Because of this my dh and I have decided we will never get an adult dog from a shelter again. A puppy we would consider though.

YES....Of course you can...
The vast majority of shelter dogs are good dogs..
There are a lot more bad dog owners than there are bad dogs.
