When you prepare the ground for building or home construction it needs to be level, but it may also need to have special materials underneath to prevent excess settling. You don't build on sand, or swamp, or soft dirt -- you build on solid ground. If the ground isn't solid you make it solid. If the ground is already solid enough you scrape it level.

Sometimes you need to add several *feet* of fill materials. If you excavate underneath where the foundation will be and add the fill materials, the finish grade elevation will be the final height of the level-firm ground onto which you will pour your concrete foundation (in this case 8" thick).

In your example the first floor elevation is 8" above the ground (you don't want flooding if there is a slight sprinkling of rain), and the 2nd floor is 13.21 feet above that.

Note: this does not take into account flooring materials, like linoleum tiles, or wood flooring, which could add as much as another 1".

Main elevation. Main floor. It's clear enough. There's not much room for interpretation, if that is what you are looking for. It means that buildings in the development can't be changed from their original design. You'd better check with the HOA before you create a deck that will draw complaints or be "ruled" in violation. HOA has royal control. Best bow to them first.

finish grade elevation is the finish elevation of grade/soil/sidewalk (whatever is adjacent to your structure). In this case finish grade elevation is approximately 8" below the elevation of first floor.
