It means he's curious if you got highlights. Guys don't typically ask questions about women's hair with ulterior motives... unless he likes you and couldn't think of anything else to say.

okay obviously these highlights are noticeable. either he's trying to indirectly say that it looks good on you, or he's trying to start up a conversation with you. either way it's a good sign unless he looked disgusted when he asked.
