You might start by calling the Germany embassy here in the states. I'm sure they can help you and they speak Germany :)

This could be difficult, all U.S. posts in foreign countries are considered U.S. soil, a small piece of America in a foreign country, so technically you are an American. I assume your mother was German, this way you may have had a German birth certificate. They might not issue another one, since times and regulations may have changed. Contacting the Navy base where you were born will not help, most of the Navy bases inside the country which were part of the river patrol after the war were closed beginning in 1958.
The only way to get official and proper information on how to go about this would be to contact the German Consulate in the state you live in (located in the capitol or largest city) or as already mentioned the German Embassy in Washington D.C.

Asking any authority in Germany would be useless, since you do not live there and they wouldn't even be allowed to give you an answer about this. The only way is to go through the German Diplomatic Service here in the U.S.

Should you be in need of translating anything, I could be of help, I speak fluent German.
