You can file a complaint with the Federal Aviation Administration (FAA) if you have the tail number of the plane. Depending on where you are, there may be laws governing how low a plane can fly. Even if there are no laws in place, if you suffered any type of personal injury or property damage that you can substantiate as a result of this moron buzzing your property, you can sue him. The thing you have to understand is you have to show that you were damaged. For example, if your horses were spooked and ran off a cliff and died, you could sue him for the cost to replace each horse. If some or all of the windows in your house were cracked because he buzzed you so closely, you could sue him for the cost to replace the windows. Get the idea?

The plane could be a crop duster, and they have to fly low to dust the crops.
I would call the local airport and ask them about laws. I am sure they cannot give you the contact information for the pilot; that would be a violation of privacy, in my opinion. If you were a pilot, would you want the airport just giving your home number to people who want to chat about your flying techniques? However, the airport could let you know if a law has been broken, and maybe they could pursue addressing any broken laws with the pilot.

Probably best to talk to your local police force and see what they say.
I have no doubt that you can lodge a formal complaint but your idea of contacting the pilot might be more productive as this activity might have been just a one off occurrence. Going through some kind of protracted investigation might prove to be a waste of your time and his/her reputation.
You should also be able to find out more about the proper laws regarding these circumstances on the F.A.A. website.
You may also be able to find out information on the aircraft and it's flight routines by using http://www.flightaware.com
by inputting the N number on this page. There is no need to register on this website unless you are interested in the aircrafts' movements over a number of months.

Call the FAA. They'll have the plane/owner listed in their database. As for laws, there are no laws pertaining to how low an aircraft can fly outside of an airport's airspace.

Go to the web site of the Federal Aviation Administration. They won't tell you who the owner is, but they will take a complaint and follow up with them. There are regulations requiring a minimum height while flying. You can also contact your local airport management. They will certainly know who it is, and are usually very strict about following FAA rules.

There may be laws about buzzing your property.

Contact the FAA, I guarantee you, they will investigate it.
If not them, contact the local small airport and they will help you. Anyone there will be able to tell you exactly how to identify the owner.

you could call your local airport, i'm sure they could put you in touch with someone who can find the registration number (the numer on the side of the plane) that way.
