On microsoft word, is it possible to write an upside-down e, like the one that makes sounds like uh (About, itEm, gallOp, circUs)? If it is, how do you make it?

Use ə to get the SCHWA ə in HTML. For word just try to copy it from here.

It might be in the character map but I don't have time right now to search for you. Click Insert, Symbol, and look around the various fonts.

Another thought, off the top - in a table, you would select the cell then click Format, text direction.

Actually, the first thing that occurs to me would be Wordart. In Word, click the Wordart button on the Drawing toolbar.
Choose a style
Type an e, o.k.
Click to select the e
Look to the bottom left.
Click the Draw button, click Rotate or Flip, click Vertical.

That sound and notation is called a schwa, fyi.
I don't know how to type it on a keyboard.
