All governments needs a means to get revenue to support it.
In our society the knowledge that the poor and middle class has limited discretionary income, their income is taxed at a lower percentage rate than individuals that have large discretionary incomes. This practice provides stability in our society, because the poor and middle class know that with hard work and luck they can move into a higher income bracket and have more discretionary incomes.

The simplest answer is this: Income taxes are considered to be progressive taxes because as your income level increases, so does the percentage you are taxed. Thus the phrase, "The more you make, the more they take." :-)

Most people want to see the upper crust getting hit with higher tax rates. Conservatives call that desire envy and resentment; liberals call it basic fairness.
Aside from ability to pay, it's rarely mentioned that rich people generally get substantially more benefits from government than middle-class people. For example, the physical protection provided for a million-dollar home (police, fire, defense from invasion) is worth a lot more than the physical protection provided for a trailer.

This is the fair way to tax. If you are making say $10,000 a year you can hardly get by, so your taxes are low or non-existent. If you are making $100,000 a year you can pay $30,000 a year in taxes and still get by.

because people who passed that law see to it that it is being implemented the right way. they police their own ranks for the law to be followed and implemented
