If this is a guy from the internet that you've never met in person before, please meet in a public place (i.e. restaurant, street fair) where there are lots of people. Not a bad idea to have some friends in the vicinity as well.
It probably wouldn't be a bad idea to ask him to join you and your friends to go to a movie. That way it wouldn't sound too forward especially if he likes you only as a friend.

Meet him for LUNCH in the day time with lots of people around. Do not get in the car with him or be alone with him.
Just suggest a fav restaurant and go there. Have lunch and if you like him make arrangements to do it again. Do not be alone with someone you do not know.
Also, get other information about him first. Full name. Address. Telephone number. Work number. etc. Then give it to someone in case something happens to you.

If he hasn't gotten ahold of you by now, I would be thinking he isn't worth bothering about, BUT, if you are still wanting to date this guy, don't be shy. Being open about what you want isn't "cheesy." Best bet is to just meet for coffee and during that short visit, you will be able to tell if he is really your type. You should also be able to tell if he is interested or not.

I would just ask if he fancies having a drink sometime. Then you won't sound cheesy, although I have to say I feel a man should ask you out and if he doesn't, it's his loss and he's probably not worth it if you have to do the chasing....but that's just my opinion

Ok, so I think my favorite is; well, have you already asked him if he has a girlfriend? Because you both know that it's common knowledge that he DOESN'T have a girlfriend, then just talk to him a little over email; like a few more back and forth, and at one point just be like (actually, this one probably works in person better...) but be like:
'so... do you have a girlfriend?'
'no...'
'wanna have one? ;)'
that gist, but make it more obvious that you mean that YOU want to be his girlfriend, not just 'want one in general?' but like 'want it to be me?' kind of thing...
