Depends on what state you're in. In California, sport fishermen are not allowed to sell their catches. However, if you cough up a bit more for a commercial license (and a commercial license for your boat) you can catch and sell, and the sport limits, gear restrictions, and the hard-and-fast size limits don't apply.
I'd say you should check your state's DNR website (or at least mention the state you're in when you ask the question here).

No. It is for that very reason there are limits and other controls on fishing. Biology plays a very small role in the rules that regard sport fishing. Unfortunately, the real methods used are people controls. It was market fishing that severely diminished the numbers of game fish.

In NY state you are allowed to sell any fish that doesn't have a set season or size limit. Cat fish and perch to name a couple.

Without a commercial license you are not allowed to sell your catch. You can give it away but not sell it.
