Depends your defintion of dating.
If you are just talking on the phone, yahoo whatever, and you are still spending time with other friends, then no i dont think its soon.
but how else do you plan on getting to know this person, if you dont spend time with them?
Just take it slow, so no one's feelings get hurt, incase it doesn't work out.

Alot can happen in 3 weeks. YOu felt comfotorable enough to go out with them so, that should be it.
