The best handgun to carry is one that you are comfortable and proficient with.
It would be best to go to a gun store, explain to the clerk what you will be using the weapon for, and what features you want. They can help you select a gun within your budget, and many have on site firing ranges where you can learn to properly handle a weapon.
If you plan to carry a weapon concealed on your person or in your vehicle, you will need to apply for a permit to do so, or you will be committing a felony.

To whom it may concern, to carry a gun without a permit is not a felony, not in Kentucky or Indiana, unless you are a convicted felon to start with! A .22 revolver is by far the smallest most reliable hand gun, and ammo is 9 dollars for 550 hollow point bullets!

For general self defense to carry would be a small frame .38 caliber.revolver.I like the lady smith & wesson for purse carry.These are good for short ranges. A 2 to 3 inch barrel. No safety to fool with. Get a double action which you either cock first or just pull the trigger.So easy and almost foolproof. Then practice shooting with a good instructor. Remember safety first, especially if kids around. Never fire your weapon unless no other choice for self defense.

1. Go to a range, rent different types of pistols and see what works for you.
2. Buy one and take a safety course.
3. practice- a lot.
4. Have a holster to carry your pistol.
5. Obtain a carry permit.
All of this presumes that you are legally permitted to do this

The .22 mag.rimfire is expensive and too penetrative. I would recommend something in the way of a Bersa Thunder .380 double action semi auto pistol. They cost about $250, well made, reliable, and very concealable.They look like the Walthers PPK/S , if you are familiar with guns. By the way , there is no one making a pocket size .22 mag semi auto pistol.The .22 LR semi auto pistols tend to malfunction a lot, even the name brands, because this cartridge does NOT operate well in a small handgun. In bigger guns, like the Ruger Mark III pistol, the are 95%+ reliable.

Whatever you feel comfortable carrying. Remember, you are carrying a weapon for self-defense. As long as it goes "bang" when you pull the trigger, it doesn't matter. The point is to give to enough time to escape the situation. The smaller the gun, the more concealable and more opportunity you have to put it in your pocket. The bigger it is, you are going to have to wear it on your belt and worry about something to cover it. If it gets seen, it could prove bad for you. You can scream about having a license all day, but I'm going to put you down at gunpoint first before we look at the license. Remeber, concealed carry means nobody else sees it. Good luck.

Nothing under 9mm or .38 special.
Stay away from Hi Point. Taurus makes a good snubbie for less money than S&W. Glocks are good (I don't like them). But so are Springfield, S&W, Taurus, Rugar, Colt
