I own a shop, and if you will look up at the swing part of the pedals, there is a rod the pedals swing on. This clip is there to keep the pedals from walking off to the sides. There may be two of them, one on each side, so it is something you should replace right away, or the pedals may come off one side, shift sideways, and you could have a difficult time using your brakes because of it. You can purchase a new one at a parts store, and I highly advise you do so right away.

Could be anything....there are lots of wires under the dashboard, could be holding a wiring bundle together..is it metal or plastic.
