Here in Whitminster we live between Stroud & Gloucester. Both at some stage have been without water while we remain unaffected.

Because you get your water from Stroud. Stroud takes its water from the local springs and there are a number of reservoirs around (e.g on the top of the common). This is pumped out to Stroud and the surrounding area. The areas of Stroud that are affected are on the tops of hills nearest Gloucester and they get their water from Gloucester rather than Stroud. It is a bit odd, cus half a mile up the hill from us they have no water but we have loads (so I'm sharing it with as many people as possible!).

Can be down to two things. The first may be that you get your water supplies from somewhere different and therefore your water mains have not been affected. The second reason could be that your water supply is coming from underground streams and is tapped into via boreholes. If you have very hard water in your taps, then it's most likely that it's the second reason. If your water is fairly soft then it's been treated and therefore it's likely to be the first reason. Ask the oldest person in your neighbouhood and he / she should be able to tell you where your water supply comes from.
