if there plastic about 6 feet high with orange tops they mark side of road when the snow is deep or you cant see side of road very well in winter , here in scotland they just seem to leave them in all the time prob to save paying somone to take them out .

Could be for future lighting or to mount road signs on, like for route numbers or towns ahead.

if they are metal..and they have just put them in..or laying on the ground..they may very well be fixing to put road lights on them..most telephone poles are wood..but not all of them
