the tail has nurve endings and im sure it moves when sleeping because it has little or no control over it while its in the sleep mode. when there awake they can control it. i seen the same thing with my dog she wiggles her tail when she sleeps too.

I learned long ago that cats do things that make zero sense. So my guess would be that magic causes it to do that
