it's another way of writing a decimal
e.g 0.5=1/2=50%
100%=1.00
75%=0.75
25%=0.25
so 34%= 34/100=0.34
when you find a percentage of.....the OF, means multiply
example ;

1) make the % into a decimal
so 15%=15/100=0.15 (just move the point 2 places to the left)
2) of means multiply or times
so 0.15x85=12.75
