I would use white wood glue. It dries clear, and when it is dry, paint it over the top of the paper to seal it. Also it is not expensive.

modge podge is good, but there is also a glue called Yes! Paste and it is acid free, wont mess up the colors in the paper and is for use with all sorts of things, tin, leather, fabric, photo's, canvas, etc.

I would suggest that after everything is dry, coat it with a few layers of clear gloss spray varnsih to seal it in - you can use matte too if you dont want it to be glossy.

My preference for most projects is by Crafter's Pick and is called 'The Ultimate'. It is a clear drying waterbase white glue that works on most materials and forms a very very firm bond. I've bought it in my local stained glass supply store, it is also available on line. It can be thinned by mixing with water and thickened by leaving the top off, it's a great all purpose glue.

Lightly sand the area of the tin where the paper will be attached. Spray the paper with 3M's Spray 77. Lower the middle down first, and smooth outward to the edges.

I use Mod Podge to cover my tins. Follow the directions on the bottle. You can get it at Walmart.

Also I have found that if I use thinner paper it works so much better.
