You can get someone to help you out. Take classes. Read children's books and slowly work your way up to more advanced books. I would say just reading alot and practicing it alot too.

Two bits of advice, do not attempt "American" English as many words are mis-spelt, mispronounced or just totally stupid with no meaning. American English contains "apalling" grammar such as a comma before and. The word "and" is called a "conjunctive" and is used to form one sentence by joining two sentences thus making the text shorter. A "Comma" is used to show a "pause" in speech. Therefore you cannot have a pause and a conjuctive as the word "and" creates continuous speech, without a pause. Otherwise, it is far better to use a "full stop" and start a new sentence. That is only one typical example of the terrible American grammar. As for spelling, the Americans regularly use a "z" instead of an "s". They also drop the "u" from many words. One example is "colour". This word originates from the French language and has not changed for hundreds of years but the Yanks have changed it and spell it "color" which should be pronounced coe-lore, which is totally wrong. They even mispronounce nouns such as "apple". They pronounce it Aeple. Americans have been destroying the English Language for many years and are teaching their sub-standard literacy around the world (for big profit). The second bit of advice is do not visit the UK as you will pick up a lot of slang and hear a lot of "American Street Language", which nobody understands, including those that use it. The best way to improve is to find a school that teaches UK English or try the BBC website (www.bbc.co.uk\education) and see if they sell cassette tapes, CDs or DVDs. If they do, their products will be of a high standard and will be exactly what you require. I believe they will post their products to any country.

The only way to improve or polish your language in english is to keep on reading. However you have to talk in English too. You also have to write English. You can make a composition or any letter or whatever stuff just to compel you to write. You may also volunteer to make memorandum or correspondence at any sort. Watch T.V. news, films, cartoon networks. You make seek nursery rhymes, short stories, anything that will be of hep to you. Read pocket books whether novel or fiction.

I think a good way to improve your english is to listen to it speaken by other people in order to get familiar to the language , to get a good vocabulary of words and then find a partner of communication to help you start speaking. It is not allways that easy but it is worthy. I tried myself and for me really works. I also learn it by listening to songs with english lyrics.

Listen to it as much as possible (tv, radio, songs, native speakers) and repeat after them all
write down all the words you come across
look them up constantly to maintain you vocabulary
read out loud at least one text a day
make yourself think in this language from time to time (though this is extremely difficult if you're not in English-speaking environment)
read a short text, and when you know how to pronounce all the words in the text, read it pronouncing only vowel sounds
communicate as much as possible
take a class at last :)

I have to make some assumptions to answer your question. I'm going to assume English is your second language and that you are adult and no longer in school.

If you have a community college in your area, contact them and ask about adult English as a second language courses. Your local library may also be aware of courses that are available to you.

thats easy as it sounds.
1th tell urself how important it is to learn english and accept it as a major journey.
2nd your in a big dictionary on your own which is the internet,such as msn has a dictionary online add this one and its cool smartchild@hotmail.com.
3rd chat in english with all your friends and dont be shy.
4th be your own teacher and see whats best for you.

I have a Slovenian friend who speaks very good english. He learned from watching english TV and movies.

dont watch tagalog telenovelas,
read english books and watch english
movies.. read books like english communication
and proper grammar..
