You can use a variety of things to remove the sticky tape residue off of the coins, such as with things commonly found around the house: rubbing alcohol, nail polish remover, WD-40, lighter fluid, or maybe just some dawn dishwashing liquid & some hot water.
You can also use stuff found at any hardware store, such as paint thinner, acetone, or mineral spirits, or stuff from the auto parts store, such as carberator cleaner, or brake cleaner, and my personal favorite, either Goof Off or Goo-Gone, which can be found at any craft store, and even at most regular grocery stores, or local drugstores.
...Even better yet, try cutting strips of paper (or maybe tin-foil?) and rolling the coins with the paper, first, then put a small piece of tape [over the paper], to secure it, ...and avoid getting any tape residue on the coins all together.. ;)

GOO GONE would also work. but why not just get coin rollers from a bank? Or wrap the roll in a paper towel or put the correct amounts in zip lock lunch bags. There are many options beyond masking tape. Or just save them in a jar and use a Coin Star machine. It might be worth the 8 cents a dollar to save the effort of cleaning coins.

The best and the cheapest stuff to clean coins, Is something which you may already have in your house, something which if you dont have, you can buy for around 19p.

simple really, pour the ammount required into a bowl and then place your coins in... a few hours and your coins should sparkle nicely..
if that fails (no reason why it should though) use either nail polish remover or lighter fluid..
