Also do provide a list of best State owned universities where I can get an M S Admission easily ? ( GPA -2.82 , GRE scor – 680)

There's no public school quite as prestigious as a Stanford. Berkeley, Michigan, and Virginia are pretty close, but not quite. You get to that level, getting just a bit more prestigious is VERY hard.

Sorry, but that's a pretty horrendous GPA for grad school. If one takes you, it's not going to be anywhere near a Stanford in reputation.

There is a range of both private and public universities in the U.S. Stanford is obviously one of the best, but there are some terrible private universities here too. The same can be said of public schools; the best, like U.C. Berkeley or the University of Michigan, are outstanding, while some are just awful. The problem is that with your GPA, you will not be able to get into the best universities of either type. Your GRE score is good, but unless you got your undergraduate degree decades ago and can demonstrate a serious change in study habits, you would probably only get into a low-mid range M.S. program.

The UC system (University of California) is one of the top public 4-year university systems in the nation. Slightly below that is the CSU (California State University) system, which are still regarded as top-notch universities.

To be honest, it will be difficult to get into an excellent public (or private for that matter) university such as UCLA. Go for the CSUs, like Chico. If your lucky you might be accepted.
