Last year i was a freshman and i managed to have a 3.8 GPA taking IB classes. i was really discouraged because i didn't make it to at least a 4.0 GPA. My question is is a 3.8 GPA good enough for some of the mid level UC's such as UCI or UCSB?? also i'm in tennis for my hs and in 2 clubs if that helps any. I'm really worried because i worked my butt off in freshman year but it the workload was just too much due to IB.

IB stands for international bacheaulerratte and it is made up of very challenging classes. It is more harder than AP or honors.

Berkeley is still possible with that GPA depending on what your SAT, extra currics, and essay are like.

Basically, the higher your GPA or SAT is, the lower the other stuff can be. Each school has a different range, but a 3.8 doesn't knock you out of any UC.

You also have to remember, the UCs don't count your freshman year grades.

It's not just about your grades, but also your SATs, extracurriculear activities, and entrance essay. I got accepted into UC Berkeley, San Diego, and Los Angeles with about a 3.75 average, though that was over 10 years ago.

Admission isn't guaranteed to anyone, and you haven't said anything about your SAT scores, but there are certainly people who get into UCI and UCSB with a 3.8 GPA. I don't know what IB classes are, but you will do better if you take classes which are considered challenging.
