In big meets they do not pull a tape, but use a laser sight that gives them the accurate distance. An official places a spotter on the impact site and another official sights it and the laser gives them the exact distance. At most meets they pull a tape measure from a rod that is stuck into the ground. There will be several officials in the field to judge where the implement landed, plus to judge that the javelin landed point first and not flat. They must also land within the throwing sector.
