It's hard to find a place in CA that does the EU passport size pictures. Does anybody know? I live in the San Francisco, Bay Area.

When I needed a passport picture, I took a picture taken with a digital camera and sent it to an outfit on line, that generates the right type and size picture from that.

I had mine done in Walnut Creek, but you can check with the nearest camera/photo shop. They took the picture, let me choose which one and printed the sizes I needed.

probably any decent camera store that advertises for passports should do the trick.
