some have no purpose, some are not functional(mustang) and just for looks. But if they are functional they are for cooling purposes especially if you have a top mount intercooler for a turbocharged car. Ex. Subaru. Some scoops or openings are to help keep a turbocharger itself cool. Don't listen to nadia, no idea what she is talking about.

You could in theory, but if its a 2.5 like the sti you might as well buy a new hood. Its a little pointless though, why not change the spoiler instead. If you want to be noticed more that is the way, not many look at the scoop. Plus its a pointless part as most Subaru's blow up (engine blow not literally) at high speeds because of the intercooler being there and the scoop not providing much cooling.

Actually the people that use them for decoration took them from the idea that they actually did something.
Non-functional scoops are one of the lamest things you can add to a car. Its like throwing a ferrari badge on your cavalier and thinking youre cool.
There are several uses for them. One of the most common is for air intake. The scoop SCOOPS air into the air intake. The goal is to get air from the outside, which is much cooler, and therefore more dense, ie: adding power. This is what the roof scoop is for on the saleen S7 (engine in the rear) is for, and what most muscle car hood scoops were for.
Theyre also used for many top-mount intercooler setups. The intercooler is place such that the air is directed through it to help cool the air in the intercooler, again cooling air to add power. This is what the scoop on the subaru WRX STi is for. Its also what the slats have been for on 911 turbos.
They also have been used simply for engine cooling in a few designs, although this is rare. This is mainly used for racecars.
lastly, Im not sure if you would consider it a scoop (because its not), but on the front of a car like the ferrari F50, the big holes on the hood are for aerodynamics. They help create a low pressure system under the car, sucking it to the ground at speed.

Forward facing hood scoops are only functional if they're hiding an air hungry piece of machinery such as inter cooler. Other wise like the man said they tend to increase engine compartment pressure and block some of the air that would like to come in from the grill or underneath the car.
A rear facing scoop is very functional for engine cooling. It creates a low pressure behind the scoop, sucking air from the grill and below the car over and around the engine.

the most common practical reasons for a hood scoop are better air flow into the engine, and better air flow through a top-mounted intercooler.
I don't know of any stock vehicles which do the former, offhand, but the Subaru Impreza STI has a functional hood scoop for the intercooler. An intercooler is a device for cooling the air going into the engine, particularly on supercharged or turbo cars, because while those devices are increasing the pressure of the air, they also increase the temperature. It's basically a second radiator just in reverse, for incoming air. They are usually mounted either on the front of the car (underneath the radiator, usually) or on top of the engine.

RE:
Besides looking good what are hood scoops for?
Do they even serve a purpose other than a car decoration.

Hood scoops can be for looks which is lame and dumb, but also can be use to get air into the engine..
No, hood scoops are not for cooling. Vents are used to vent out hot air. (fender vents mostly)
Hood scoops was made to bring cooler out side air into the carburetor on the engine. Cooler air makes more power. 1% power gain per 10* cooler air intlet temps.
Theres 2 types of hood scoops..
1) Cowl type which are rear facing and open at the back close to windsheild. This draws air in from the pressure front at base of windsheild.
2) Front facing /"ram air" type which gets air pushed into the scoop as you drive foward.
Most people thinks "ram air" gives a lot more power.. Theres no power gain from ram air over cold air set up (cowl hood scoop) untill speeds over 100 MPH. Then at those speeds air will "ram" through the scoop and you may pick up an extra 2 HP from the ram air at speeds over 100 MPH
Hood scoops is also used to gain hood clearance in high performance and race cars that has a very tall intake/carb/air cleaner on the engine and will not fit under the stock flat hood.
