Because you aren't JKR so you probably have no writing talent that compares to hers. Also, unless you make something up, there is no continuing the story

Yes, and it should be done in conjunction with Saw 5. I think a Harry Potter vs. Jigsaw premise would yield a great book.

If you enjoy writing fan fiction go for it. But expect no money or fame. If you have never written anything maybe just try writing a short story. Some people may read and enjoy your work but it really won't do you any good in the real world. If it is something you want to do for fun or a hobby its a reasonable idea.

Sure you can but it wont count for the 8th book only for fan fiction. The only one that could write a official hp 8 is Jrr Rowling. Johan

if you are serious, you should check with JKR first and make sure you have her permission. (If you don't, you might get sued) and if she says yes i suggest that you write what happens in those 19 years of which harry marries ginny. I would really like to know what happens.

You shouldn't. You are NOT JKR and it's stealing the copyright if her and her characters.

Sure, if you don't mind being sued for Copyright Infringement and doing time in prison.
