If all the lights are green, or if your filter light is green, you can proceed if it is safe to do so.
Example - you are approaching a junction to turn right. The right turn filter is green, but all the other lights are red. You may proceed if safe.
If the other lights change to green and the filter goes out (as some do), you may still proceed. Highway Code, Rule 153.
Always check the direction arrows on filters, though. More than once I have seen vehicles move straight ahead (against a red light) when a left or right turn-only filter is green...

You only have to wait for the filter light if there is a red light showing for your lane.
If there is a green light for straight ahead, and no red light for a right turn, you can make the turn, but do not have priority over oncoming traffic. The filter light is there to tell you that you do have priority.

If the situation arises where there are 2 lanes of traffic (one that wants to go straight on + one that wants to turn right) then the following will happen.
The lane that is going straight on will be advised to do so by the normal green light at the bottom spectrum of the lights.
The lane of traffic turning right will be advised to do so by a green arrow that appears to the right hand side of the bottom green light that I mentioned above.
However, most drivers (including myself), who wish to turn right in this situation will edge forward when the lane of traffic going straight on have been given their green light - once the lane of traffic coming from the opposite direction has finished or has been stopped by a red light then you can make your right turn before other lanes of traffic from other directions are given the go ahead to move.

Yes filterings fine as long as it's safe to do so here, obviously any solid white line is deemed as a stop behind line, however i have always filtered over it to get in front of the lead car and although it's not technically legal have never been pulled for it, most coppers wouldn't waste their time pulling you for it i don't think, as long as you are in a safe position and not blocking any other road users.

If the filter light is just one light attached to the main green light i.e. no red or amber lights of its own, then yes you can go if its safe.

its quite simple really -
Red...stop
red and amber together - get ready to go (start to go)
if there is no traffic you can go with caution
Green on its own - go
Amber on its own - get ready to stop
then back to red which means stop
whenever there is a green filter you can go even if its on its own...hope this helps

No need for confusion, you can go right when the green light pointing right says you can. Otherwise you cannot..
