Assume base is 3m by 4m to start.
Volume of water = 3 x 4 x 1 m³ = 12 m³
Now turn on end such that 3 x 2 face is horizontal.
Volume of water = 12 m³
3 x 2 x h = 12
h = 2 m

It's filled to a depth of 1 meter with 4 by 2 area, so 8 cubic metres.
If the tank is then turned on to its smallest face, the new base area will be 2 by 3 = 6, so the new depth will be 8/6 = 4/3.
