I own a shop, and no it does not mean its bad. It could mean you have a blown fuse, a bad regulator, or a plugged up filter keeping it from operating. Most likely if you don't hear it, it is bad, but do this; Remove the gas cap, have a friend turn the ignition switch to the on position while your ear is at the tank opening. You should hear the pump come on for a few seconds. If you turn the switch to off, wait a few seconds, and turn it back to the on position, you should hear it come on again for a few seconds. Use a meter to test the power to the pump, and check to make sure it is getting a good ground (-, or earth) in order for it to work. In tank pumps are really bad to go out in hot weather, and most shops replace about one a week for customers, so you are correct in assuming the pump is bad. Another factor would be no fuel pressure at the rail. To test the pump, use a 12 volt power supply to hook directly to the pump wire, and if it won't come on that way, you know for sure it is bad, and you might as well take it out and replace it.
Glad to help out, Good Luck!!!

It could. You have to check for power and ground supplies to the fuel pump at the fuel tank connector. If these are good, then it is time to drop the tank and find out why the fuel pump is not working. The fuel pump is only supplied power when the motor is running, being cranked, or for about two seconds when the ignition is first turned on. This is when you have to check for power. Be sure because both of these jobs are expensive. Good luck.

Nowhere near enough information. Does it run? Will it start? Is there fuel in the tank?
