like your gonna say "no" and even if you did say no, they just asked you something.

Because MOST of the time they are planning to ask you a question that they think MIGHT offend you. Then once you have given them permission they feel that you won't be able to be upset about it. That way it eases their conscience.
My answer to some one who asks that is that it depends upon if they really want an answer or if they are just trying to make some sort of STATEMENT. In other words..you might ask a question that offends me and if that's what you think, then don't ask.

Ha ! My hubby always asks me why people do that. Crazy thing is I know I have said that a time or two and have no clue why. People should just go ahead and ask I mean chances are the person will listen or at least I hope they will.

It means someone wants to be/appear polite enough to ask if they can get something out of you (advice, help, information)...so to speak.
