If you're citizen, PR, on employment pass or work permit the best deal is through a contract with a service provider. I would recommend M-1.

If not there are many small shops in Singapore where you must haggle for the best price. My favorite is in Bedok Central. If you walk in toward NTUC from the Taxi Stand it's on the left near the end of the shops. It sells quality optical products on one side and phones on the other. I've gotten some very good deals there.
