That would be a little small for an adult. I used to keep and breed them and I used 38 liter tanks for a pair. They aren't the most active animals, but the do need room to swim around, and they need to have good water quality. In that small of a tank, you'd have to be cleaning fairly often.

The biggest problem with keeping axolotls is keeping their water cool enough. They prefer water less than 21oC.

that tank isnt very large, and u will have to make sure that you have a small filter on it and keep the water clean.
