If I brought my punctured tyre to a tyre outlet and replaced it with a new one with the old metal round bit I brought in, would I get charged less? If so, how much less approx?

Let me guess, round bit is what you are calling a wheel??
I wouldn't think it would make any difference to them either way. They'll just charge you the rate to fix a flat tire.

If the tire was punctured on the tread, this is easily and cheaply fixed at any service station with a "plug".
