Sure, just google "custom sewing" and you can hire someone to do it. If you want to make huge quantities for distribution, look up "fabricators" in your local yellow pages.

Check out www.arttoremember.com. They have certain requirements, but I do believe they do placemats. Every year my son's art teacher at his elementary school does this for the Christmas fundraiser...the whole family gets presents from his artwork. It's really awesome.
