How was Nixon insulated(protected) from the watergate story? How did it fail?

There were layers upon layers of bureaucrats in the way. Therefore, when the burglars went into the Watergate and were caught, only a few bosses knew exactly what they were doing and why. Then when something went wrong, the story slowly crept up.
How did it fail? Woodward and Bernstein slowly worked their way up the ladder of Nixon's campaign organization, discovering ties to the illegal activities. They discovered other problems and bad activites along the ways.
