Use a rag soaked in gasoline (wear rubber gloves). The gasoline will easily dissolve the tar. But most car finishes are OK with gasoline since it is assumed that you will sometimes splash gas on the finish. If you have lots of wax the gas may dissolve the wax. you may have to reapply the wax back to that area.

I did the same thing with my brand new car a couple of months ago. Go to the auto supply store. They sell a product made just for removing tar and bugs. Works great. And does not harm the paint.

Um. is gasoline harsh? A rag soaked in a bit of gasoline will take it off quite quickly. We've all spilled gasoline on the paint at one time or another without harm, right?

Bug and Tar remover. It works, but it says that it's not good for the paint so just make sure you wash off all the residue aswell.

peanut butter - it also takes gum out of hair. It breaks down the sticky factor and makes it easy to remove.
