You can easily block a certain site, i.e. myspace.com by adding it to your restricted site list. Here is how:
Internet Explorer version 5 and later offer the ability for heighten security and privacy. You can block a site by following the directions below:
1. Load your Internet explorer
2. Click Tools
3. Click Internet Options
4. Click the Privacy tab
5. Under the Privacy window, Click Sites
6. Type in the site address that you want to Block and Click OK. Remember this technique only blocks on one site at a time. Parental control software will allow you to block multiple sites and categories.

You can use the Content ADvisor.
In IE, click Tools - Internet Options
Click the Content Tab.
Then click to enable the Content Advisor.
Now, it gets a bit tricky.
Click the ALLOWED SITES Tab. (yeah, the Allowed Sites)
Type in the Site you want to block and
click NEVER.
Click OK and password protect your Settings.
The second way is to put it on the REstricted List.
Tools - Interent Options - Security Tab - Restricted Sites
Type in the website, and click ADD.
Now, this will block the site, but if she's capable, and knowledgeable, she can remove it from here. Using Content Advisor is the better way to go.
Same for the Hosts file. If she knows how to edit it, she will. Let's face it, if YOU can edit the hosts file and she's using the same Profile, then SHE can edit the hosts file.
You should be good to go just by using Content Advisor so long as she is not capable of downloading another browser to use on your machine.
I highly recommend that you set her up with her own profile on that machine. Not an Admin Account, but a power user, or limited. This can be controlled by you, and the IE settings can be set as above. In addiiton, Not being an Admin, she will not be able to download programs, or install programs thus she will not be able to load a new browser (or any other program for that matter.)

Take away her Admin account first, because all she will do is override your setting. Second, go IE, tools, Internet options, go to content button, click on the approved sites, type in the website under allow this websites you want to be blocked, then click on never. Then input the password for parental control. Then click on General tab, select Users can see websites that have no rating, click apply, then OK. Don't forget to change her account to limited, don't forget to go to safe mode, (assuming you have Windows XP) tap F8 when starting computer, choose safe mode in list, hit enter twice, choose administrator account, click on control panel, user accounts, admin account and assign password to admin account and your account. You can change her account by clicking on it while in safe mode and changing it to limited.

You can do it in Internet explorer settings and then go in content advisor. Add that webpage with password enabled. Also you can add this site the Restricted Zone in internet explorer. there are different zones trusted zone etc.. in some tab in options. there you can add password as well.
