Premium Oil base Kiltz would be a better choice.

Years ago When I used to work for a painting contractor, he would use a product called" Bull`s Eye" (brand name) shellac. It would seal anything. Check the label on it , as I believe it is alcohol based, not oil based or water based. As stated above, the oil-based kilz would probably be a good choice too.( It wasn`t available then, but the bulls eye did an excellent job. Finish it off with oil-based paint.

Don't put varnish on your walls, please. First, scrape all the loose paint off, then wash the walls good, make sure they're clean.
Now use "Kilz" primer in the good water base for easy clean-up, I've used this on the job for many years. I never used oil based, it simply wasn't necessary and it's over kill.

Go over the questioned areas first, let it dry to make sure it covered, you may have to go over them again. Then do the entire bath this way. Then paint.

In all my years as a contractor, I turned down one job in vegas. The ceilings and walls in the living room were brown, a dark brown and the room had a dank smell.

Seven adults lived in the house for over twenty-five years and all smoked heavy, chain smoked, non went outside to puff.

I scraped one spot off with my pen knife and showed my assistant what's going on. There was a layer so deep of smoke and nicotin stains it was running down the walls in some spots.

I told them I would bow out, I didn't think they'd pay for the work that I would have to do to guarentee it.

Use Zinsser "1 2 3 Bullseye" primer. It will take care of your problem.
