The best size and color in a 10 gallon, in my opinion, is a single dwarf gourami -- you can add a small school of neons, or a small school of cories. I wouldn't recommend multiple gouramis as they can get aggressive with each other, especially in such a small space. Some people get lucky, at least for a little while, but most of the stories I hear are bad.
A little smaller, but much more full of personality, are bettas. You could get a single male betta as your centerpiece rather than the gourami. A 10 gallon makes a decent-sized betta sorority tank for 3-5 females, which are as lively and as brilliantly colored as the males these days.

This is indeed a tricky question. I like guppies because the males of the fancy variety have large colorful fins. Also you will probably never have to buy more since they are live bearers. They are compatible with other live bearers such as swordtails, mollies, and platys,as well as corys and alge eaters, all good choices. Some might disagree saying you will be over run with fry(young fish). Tetras are somewhat temperamental about there enviromental conditions. If you are inexperienced you could lose many before you get it right. Killifish will die after they spawn, but they could live about a year and are very colorful. White clouds, and zebras danios are also nice and very hardy.

That's really a trick question. Some people consider Apistogrammas to be really cool, other may think Killifish are cool and someone else would say a tank loaded with neons is really cool. It's really going to be up to you in the long run. Personally, I like various Apistogrammas as one on the cool choices for a 10 gallon tank.

try looking at a buck tooth tetra.
Aggressive and small, but generlly not a good idea to add anything else to the tank, as they will ea thescales off other fish.
Edit: The post below me, has to be the dumbest ive read in a while. Discus for a 10 gallon.... enough said.

For that sized tank, I would get red cherry shrimp and galaxy rasboras.

it really depends on your preferences. i like darios but they aren't easy to find -- they are tiny fish (1") and have really bad attitudes like they think they are barracudas. they will fiercely defend their territory but can't do much damage to other fish as everything else is bigger than it is. i think of them as kind of like chihuahuas in an aquarium -- lots of attitude.

3rd would be get killifish. you can buy the eggs on ebay and hatch them in your aquarium.

There's a boatload of types of guppies, and rosy barbs are bright in color. There's also red, blood, or marlboro discus..Or gouramis
