There are all kinds of regulations what flowers can be taken where, because different countries protect themselves against different plant diseases.
The regulations are not here in the Netherlands, they are at the customs in the different countries.
If you are from Australia or New Zealand you can forget bringing any flowers home, you will have to buy them in your own country, very strict rules.
If you are from the USA, only buy flowers with a certificate, I think you can bring bulbs from the flower market at the Singel in Amsterdam, and at the airport they sell bulbs with the right certificate, I am not sure about other shops. I do not know about bunches of flowers, so check with the regulations if you really want them.
If you live in one of the European countries is it easier, but if you have a check, (England by plane,) make sure you have a certificate with the bulbs or flower.
This is the wrong time of year for flowers, they will be sold but are expensive, it is getting near the best time to buy the flower bulbs, but if you need to transport them over a long time traveling, consider the annoyance against how much you like to bring them back as souvenir.
There are many tulip shaped souvenirs because people do not want to bother.

We bought lots of the wooden tulips for about 1 euro each from the flower market in Amsterdam... great gifts to bring back and had no problem bringing them on the plane b/c they would not fit in my suitcase..
