I think you have to check out the city's website for that information. Or even a website devoted to Lake Erie, or the particular beach you are planning on visiting. If the levels are really high, then I believe an official will advise people away from the water.

Just stay away from Edgewater, Euclid, and Huntington.
The beaches around Cleveland are bad because of the Cuyahoga River. The Cuyahoga River is bad because of the Sewage Summit county dumps in it and the factories. But what really affects people is the sewage. We aren't in it long enough for the heavy metals to affect us. It is advised to not even submerge in the Cuyahoga River at all nor fish it at all. I swear, every time I have ever gotten in the water at Edgewater or Huntington I get a Urinary Tract Infection or a bad yeast infection, so bad I have to go to the doctor.
Bacterial levels are are published in the paper every day.
